Made by Schrade Walden in NY USA between 1946 and 1973. 
 
I believe this used to be owned by a nurse as it has what looks like the caduceus symbol along with "Lilly".  See pictures.
 
Still has its bail.  No dings in scales.  Both blades and file are in good shape.  Signs of age but not used much at all.  Great snap left on all blades.   SEE PICTURES.
