Marked only "C.12" which I am assuming means that it is sized for 12 gauge shells.  Muli-tool (puller, main blade, cork screw, can opener, etc.)  My guess is that it is either Italian or possibly French.
 
Good vintage shape as seen in pictures.  The perfect amount of patina.  Everything opens as it should.  Snap on all.  Still has its bail.  No missing scale areas.  No cracks in scales.  SEE PICTURES.
