Vintage and from an estate sale.  Made by Hammer Brand between 1945-1955 per the tang stamp.
 
Beautiful marbled pearlized handle.  
 
Condition:  Both blades open and close.  They both have half stops.  No snap left.  No cracks or chips in either scale.  Some surface rust which should buff out if wanted.   See pictures.
