Vintage and from an estate sale.  Made by Hammer Brand between 1938-1941 per the tang stamp.

Beautiful marbled pearlized handle.  Green and black.  Double blade.  
 
Condition:  Both blades open and close.  One blade has snap and the other doesnt.  The scales are in good shape with no chips or cracks.  The bolsters are good.  The blades have some signs of age but should buff/polish up if wanted.   See pictures.
